Dearest Friends and Colaborers in the Kingdom of our Lord,
Below is a summary of words and reports that have come forth regarding our
state. May the Lord continue to show us how to pray and obey in this season of
time. The rain has begun and we are thankful to our Lord for answering prayer.
I pray that this report might aid you in adding your prayers of agreement to
those who are praying in California.

Summary of Prayers and Declarations made at the PrayCalifornia Summit
(October 27-29, 2003)
On Oct 27-29, 2003, Pastors and Prayer Leaders from all 7 regions in
California joined together in the Fresno area for prayer and unity for our
state. The following is a summary of the words that were spoken and prayed at
the geographical center of our state.
1. Water was poured out from a person from each region of the state
representing prayers for cleansing and repentance to go forth across CA.
2. Oil was then poured out representing prayers for God's anointing and
empowering to go forth for His church across the state.
3. Prayers for a release of God's Kingdom authority to go forth across CA to
transform cities for His glory.
4. Spiritual Government was prayed so that order can come forth during all the
governmental transition going on now.
5. Scripture of "Everything that can be shaken, will be shaken was prayed
about. A Prayer regarding Acts 2 and that a new Pentecost would come forth
across the state. (Hebrews 12:25-29).
6. Prayers were made regarding "One Nation Under God" for CA and the rest of
the nation.
7. Prayers were made that the goddess on the state seal (Minerva) would be
dethroned and that Jesus would take His rightful place of Lord over CA.
8. Ezekiel 37 was prayed over the state: That the Lord would join the bones in
their right position, add flesh, breathe life, arise, shake off despair and
become the mighty army of God that the Lord intends over the state. This was
prayed over the North, South, East and West over the state and that it would go
forth across the nation to the nations.
9. Prayers were lifted up for each of the 7 regions of the state.
10. Psalm 133 was prayed over California.
Additional words, scriptures and pictures that were shared at the Summit:
1. God is contending for us, but we also need to contend for the
Kingdom in this time. - Isaiah 49:24-26
2. Mercy Triumphs Over Judgment. - James 2:13
3. Keeping our hearts toward an eternal perspective in this present season. -
Phillippians 3:6-13.
4. The Lord will respond to the prayers of His people and rebuild for the glory
of His Name. Psalm 102:16-21
5. A protocol service with prayers of honor and restoration went forth on
behalf of the indigenous people of the state along with the statewide leadership
embracing and acknowledging the indigenous people of the state.
6. California Breakthrough Horse:
Jean Shen is gifted as an intercessor and as an artist and painted a
picture called "The California Breakthrough Horse" showing a horse emerging out
of a fire and ashes and heading into great light and glory. The word that Jean
and her partner, Lisa Newmeyer received was this: The Lord would turn
California into a breakthrough horse running towards the east, declaring "Mercy
triumphs over judgment". The horse is illustrated as emerging from fire and
ashes and kicking the past off and moving forward, bringing an anointing for
breakthrough for the nation (it is going east). It is a call to the church to
arise and declare that the Lord's mercy triumphs over judgment.

1. This word of encouragement was spoken through Rev. Bola Arowolo, president
of the International Worship Commission and the Wave Of Worship event, this
past week.

Weep not my children, I am coming like a mighty rain.
I will rain mercy over this land.
I will restore to you a hundred fold for all you lost.
I will come with compassion and great grace
to give you beauty for ashes.
I will blow away your ashes with
my breath and clean your lungs, to prepare
You as instruments of praise
Instead of mourning, I will pour on you and
anoint you with the oil of joy.
I will take away from you the spirit of heaviness and
clothe you with the garment of praise and I will revive
You with a revival that no fire can destroy
and no water can quench. My fire will burn you on
but will never destroy you
I am beginning a new thing in Southern California
that will spread across the whole world
It has already begun. A new government, new cities,
new homes will come out of the ashes.
And Southern California will be mine says the Lord.
Have I not said it before? "So shall they fear My name from the West
and My glory from the rising of the sun.
When the enemy comes in like a flood,

Dear Steadfast Standing Warriors:
I hope each of you is travailing to prevail.
Pastor Dutch Sheets and I are finishing the “Heartland States” on our 50 State
Tour. This week we have had meetings in Iowa, Nebraska, Kansas, and Missouri.
We will lack 20 States after this. I want to thank all of you who are
participating in the 30 Day Ramadan Prayer Focus. This Focus leads us through
November 24. I would also like to ask you to pray for California daily as you
pray during the month of November. At the beginning of the year the Lord had me
focus on the state of California. In January I ministered in San Diego, Los
Angeles, Camarillo, and Fresno. In March I was in Pasadena and Bakersfield.
Then in early April I traveled to San Jose and Sacramento. While in
Sacramento, the Spirit of God had me lead the group gathered there to declare
that the government of California would change by this Fall. We saw this was a
must for California to change. And now the fires!
These past two weeks I have found myself
crying out for “MERCY!” on a daily basis. In September, we were at a conference
in West Covina, California and Cindy Jacobs and I began to prophesy. Notice the
Lord gives the “Fire ISSUE” and then very specifically says the winds will
change beginning in November. Please read this word carefully and pray.
Intercede for those who have experienced trauma these past few weeks. Pray for
the change of wind. Cry RESTORE! Ask God to start a new season.
I would say to you, “The wind will come from the west. The
wind will come from the west. You’re beginning a new season. It’s a season that
will shake things throughout this nation. New wine is found in the cluster and I
am about to cluster together those that are co-laboring throughout this state
and I am going to form a new wineskin. What was and what even began but never
got completed, I would release the wineskin in this state that would bring to
completion that which was thwarted by the enemy. There will be a mega-fold
anointing that will come. I would say to this state – you are hanging in the
balance. You are hanging in the balance but I will send a wind to the west. This
wind will begin to blow from November (2003) though January (2004). And how you
grab and how you catch the wind is how not only this state will begin to turn
toward Me, but this nation will begin to turn.
There will be an adverse wind. The wind
will bring great rain and there will be floods. Don’t resist the floods or
reject the floods for they are signs of what I am doing in your midst. They are
signs of how the heavens are beginning to open and the atmosphere is beginning
to change. For the enemy has held this cosmic atmosphere in his hand to control
a nation and even to control the Pacific realm. But I am changing this
atmosphere, the west wind is coming, rain is coming. There will be slides and
shiftings because it is going to be a sign of shifting things into place in this
region.
IF YOU REJECT WHAT I AM DOING AT THIS
TIME, I say the drought will get worse. As the drought gets worse locusts will
come and darkness will overtake the area. So I say, watch for the winds that
will begin in November (2003). Let them blow through January (2004) and let Me
blow you into a whole new place where it is known that My glory is moving in the
midst of this state. And then what never has been completed and brought to
fullness will rise up. Be filled by My Spirit, My Pneuma - and it will be known
that My glory has come to California.”
The Lord says to California, “Not only will there be
shaking, there will be a fire. But when you see this fire in a place and you
know it’s judgment, particularly against the pornographic industry – you are
going to know I am getting ready to bring a fire of the Holy Spirit. For I am
coming with My visitation. I am coming. Stir yourself up today and begin to
understand that I am starting to move you in a new realm. You choose, you choose
what you will believe. You choose what you will stand for. You will see surely.
I will use you to help change and shift to transformation.”
Shake off that apathy. Just shake it off. Shake it off. Wake up! Wake up!
Father, in the name of Jesus, I bind and break off that spirit of religion and
that apathetic spirit, that slothful spirit – I bind it in Jesus’ name. I say to
you, like Deborah said to Barak, Arise! Arise and take your land. No one else is
going to shake it off for you. You’ve got to make a decision. You have got to
decide – if no one else is going to see transformation, I will see it. If no one
breaks through – if I have to fast, if I have to pray, if I have to get on my
face and close myself off with God. I’m telling you what, this nation will not
be changed unless we break that apathetic spirit. It will not change, it will
not shift. California will not shift – that spirit of entertainment that we are
in the middle of – that spirit of entertainment. But I tell you God says, “I
Am the great I AM – you just shake it off you. Shake it off! You’ve got to make
a decision tonight!”
And the Lord Says, “California arise! For
you are coming to a place that you have never been before. Satan has tried to
abort your destiny many times. But this time I am mingling the anointings from
the generations together. I am beginning to marry those anointings. Look and see
what I am going to do. For eye has not seen neither ear heard neither has
entered in the heart of a man the things I have in store for you. Though the
enemy has come in like a flood, know this, you are in your day of breakthrough.
You are in your day of turning. You are in your day of going to a place that you
have longed for, for many days. Grab hold of the governmental anointing that I
am loosing. For I am going to put the government upon My shoulders. Look and
see, for I am going to deal with the state legislature of California. I am going
to deal with their wickedness. Look and see because I am going to go from one
legislator to another, to another. Do not think I do not see that they are going
against the will of the people. This day watch the state legislature shift.
And don’t think I don’t see what the 9th Circuit Court of Appeals has done. For
I am getting ready to judge the 9th Circuit Court of Appeals. The court of
Heaven has declared and decreed: ‘Enough is enough!’”

3. This is a word that was released in August 8, 2002 from a trusted
intercessor, Zita Nix. I believe it also applies to our present season as well:
A Word Regarding the State of California - August 8, 2002
There is a shifting of anointing in California. Those that were known will
no longer be those who are known. But it is the uprising of a new day for this
state. Watch what happens in the legislature of California. Watch the shifting
of authorities. There is a downright battle for control of this state. You must
engage in this battle. Not a battle of "sticks and stones", but one of fervent
intimacy with Me; of getting My mindset for this state and calling it forth and
staying to see it SET in motion. There are key elements in this battle. Pray
for a change of the existing amoral leadership; the old guard of ungodliness. I
do not desire to destroy this state. I desire to set California on fire for the
world to see; for the mockers, the unbelievers to marvel and say "surely God is
in this place and surely God is with and in His people". You must fast for the
turning of the tide. There are many well-known believers who are convinced that
California is to be judged as Sodom and Gomorra. Yes, the sin is great in this
state but I have heard an outcry for this state as never before. I am calling
the saints, the warriors, the dancers, the "fasters" from all four corners of
the state to come together with one cry. There are those from other states,
even other nations, who are desperately crying out on behalf of California as if
it were their own state or nation. This is because of My grace, My love, My
mercy that I long to pour out on California. The people of California are
certain of things. They just do not know there has been an uprising developing,
a simmering and now a "stewing". A great blend, a great "mixing" of ministries
will come forth. It is a must. There must be reconciliation for California to
survive. The church must be strong and come together in humility. The
nameless, faceless, "unnotables" are arising and arriving. There will be those
who will arrive on the scene that no one has ever heard of them, but they will
be endued with power and radical righteousness, purity, holiness and humility.
They are not after a name. They are not after a pulpit. They are after My
glory. They shall call fire down from heaven; then move on and carry it with
them wherever they go, wherever I lead them. Even now, there is strategizing
being birthed in the heavenlies. September, October and November are crucial
times, very crucial. Now is the time to be activated. Be on your knees. Be
connecting. Be ready, says the Lord of Hosts. Now is not the time to vacation in
the Spirit. My generals, my ambassadors, My saints are being called, assembled
and mobilized. Listen for the sound, the call that you will hear in the prayer
closet and from the seasoned veterans of war. I tell you this. Act. Stand.
Move. Do not wait for the media to give you the "news". Saints, there is
"gold" in California. Seize it and take possession of what I want you to have.
Listen to what the Spirit of the Lord is saying to the church. The prophetic
voice is being activated and being sharpened even still. You must act now, Oh
Church. You must act now. California weighs in the balance. Will you leave her
to the "nay-sayers" or will you take her for My Namesake, for the salvation of
millions? It is here. The time is here, now. Seek Me for your direction. There
is much to be won, very much to be won.
