Friday, November 14, will be Carolyn O'Brien's last day as an employee of Mission America. She is retiring after five years of faithful service to Jesus Christ in her role as administrative assistant to the City/Community Ministries Division. We will have a special luncheon on Tuesday, November 18 to celebrate her years with us.

Carolyn was first hired as an administrative assistant to Dave Gibson in October 1998. Her heart has resonated with the mission and vision of the Mission America Coalition from the moment she joined the team. Carolyn's can-do, positive attitude has helped to further the cause of Christ in significant ways, first in her work with Dave in the Edina Headquarters and for the past four years with Jarvis Ward, Phil Miglioratti, and myself. Carolyn has cultivated many friendships throughout the nation and has served as a very important source of information for city leaders seeking to unite the church for holistic evangelism and revival. Needless to say, our team and leaders across the country will miss Carolyn.

She has promised to volunteer in our office on a part-time basis after she leaves our employment. We are grateful to God for sending Carolyn to serve our Lord through her work with the Mission America Coalition.

2.    THE PLACE OF MARKETPLACE

The Bible describes two distinct roles in the Old Testament-kings and priests. Kings were the rulers; priests were the religious leaders. The New Testament reveals we all are kings and priests because of the redemptive work of Christ. Today, kings are most often represented by business and political leaders, while pastors represent the priestly roles. God calls each of us to fulfill both roles in our lives today. However, our vocational roles often create a division that is misunderstood by both businesspeople and pastors. These misunderstandings have led to a weakened and less effective Church.
 
 Pastors have been guilty of viewing their businesspeople as dollar signs. They sometimes see them for what they can contribute to their ministries instead of equipping them to use their gifts and talents to impact the businessperson's mission field-their workplace.
 
 Businesspeople have tried to get pastors to operate their churches like businesses, and have used their worldly ways for spiritual purposes. They often view the pastor as the primary ministry worker instead of taking on the responsibility themselves to do the work of the ministry.
 
This is a grievous sin that exists in the Body of Christ, and it requires repentance from both groups. Unless we recognize this, we will never see the reality of revival that God wants to bring to the business community, and pastors will fail to gain an ally to fully complete the work of the Church in their community.
 
 Are you a pastor who has failed to see the calling that businesspeople have received to the workplace? If so, ask God to forgive you for viewing your businesspeople as those to be used for your own purposes.
 
 Are you a businessperson who sees your church as another business to be run based on worldly measurements? Do you see the pastor's role as one who is primarily responsible for the work of the ministry? If so, you must repent and ask God to forgive you of this unbiblical view. God has called both of you to fulfill His purposes together through your gifts and talents.

4.    EL PASO, TX: CITYWIDE PASTOR APPRECIATION DINNER

May this inspire you or your network to begin praying and planning towards Clergy Appreciation Month, 20-04!

Dear Phil,
    As you know October is Clergy  Appreciation Month.  Since we have a heart to pray for our pastors and mobilize prayer for them, a ministry friend came forward to coordinate a Citywide Pastors Appreciation Dinner at a country club here. Of course the dining room was packed as pastors came with their wives from El Paso and our sister city of Juarez.
    Gifts worth about $35,000 were given away.  Every pastor and associate pastor received a gift of a three night stay at a mountain cabin retreat in New Mexico run by a former church member of Pastor Glenn Weber, Pastoral Liaison at Border Prayer Network.
    We wanted the evening to be lots of fun, so we asked each table to pick the funniest ministry story they heard.  Pastors then came forward to tell the best one and as they did, our worship leader accompanied the story with appropriate tunes and sounds on the key board.  It was so funny!  Everyone relaxed and had a great time.  Three pastors wives judged the funniest story, which was rewarded with a huge gift basket.
    After that we drew for door prizes to area restaurants and other miscellaneous gifts.  Then we drew names for our two biggest gifts; six months of free programming on our Christian TV station worth $6,000 and a deluxe seven day cruise vacation with all expenses paid. It seemed that the ones who won the large gifts were hand picked by the Lord.
    Everyone was so delighted with the dinner and they were awed when we said we were planning to do this next year.
As pastors and wives left, they made comments like, "we really needed this", " wonderful... awesome, thank you so much."  The evening was one of the most exciting things we have done. Walls came down and pastors saw another side of our prayer ministry.  
    This could be repeated in other cities with a coordinator and a few donations. We were so blessed and wanted to share our story with you.

5.    ORLANDO: CITYWIDE PRAYER GATHERING REFLECTIONS

Report on: Partnering with God for Transformation...United Prayer for the Transformation of Greater Orlando...10-13-03
 
John Mulinde of Uganda (featured on the Transformations II video) was our special guest.  He spoke to us about individual and corporate transformation through dynamic encounters with God, the reception of strategies and directions for a city or region, and the way in which we can help others breakthrough...and enter into the Presence of God!  I could hear the Lord saying, "Bring them into My Presence, let them worship before My throne."

He shared about how powers in the heavenlies influence what takes place in the natural (on the ground), and about how atmospheric changes can be wrought through prayer, in order to bring about a change of mindset in the people of an area, so that they might turn to God and away from darkness. He taught about the necessity of speaking the Word of God into the atmosphere, not only so the people living there might hear, but as a bold proclamation to the powers of the air in a region. He told us of a particular city in his nation, where great persistence was required to win over the spiritual authorities (pastors of churches there), because they, too, had come under the influence and control of territorial spirits, and were serving both God and darkness alternately, on odd and even years...and resisting the help of the prayer warriors sent by God to free the region. He told us how they had fasted, prayers, strategized, and campaigned to set those "captives" free, so that they might obtain their consent, legal authority, and cooperation to evict "those spirits" who were trespassing there.  
 
He spoke of the "system" referred to in Ephesians 2:1-3 which squeezes out God, and reminded us that anything that keeps us away from the Presence of God is an idol...even our (gasp! Christian) work for HIM!  He emphasized the importance of SEEKING GOD with our whole hearts, and lying before Him in complete surrender until we have our own personal breakthrough. In turn, as we overcome, first individually, then collectively, we will see our city changed!  He said SURRENDER IT ALL...that which we were willing to surrender to God, we would gain back in authority, to be used for Kingdom advancement and city transformation.
 
As John finished, the altar was opened and people and pastors together went on their faces before God, crying out for His Presence in our city!  The Hispanic worship team honored the Presence of God with profound respect, as they released His sounds within them.  Individual pastors took turns praying: one confessed that we didn't know how to do what we were hearing, that we wanted God to show us, to lead us into it, for He is our only hope!   Another asked that we fulfill the John 17:21 prayer of Jesus, that both unity and glory would simultaneously be manifest in our midst.  An Episcopal pastor prayed for realignment in the Body of Christ and in their denomination at this critical hour of decision for the worldwide Anglican Communion. Someone else prayed that "this evening would not be for naught, in my life, or in the life of our city"..."that we would no longer look for reasons to be divided", but instead, would all come to "common ground" at the cross of Jesus Christ...and be washed in His Precious Blood. A pastor said that he had a spirit of repentance on him all day long...and that he was convicted to begin anew seeking God with his whole heart!  His cry was, "Teach us to pray"...as he asked for "a spiritual breakthrough ...something we can't get together and explain or claim...something that is God's doing, and marvelous in our eyes".  He cried out for "an unexplainable moving of our hearts until we can't stand to be apart...can't live with out one another!" ...and specifically called the intercessors to come together and rise up as a mighty army of prayer for the city!  We ended by thanking God that He loved our city more than we did, and for giving us the time and being patient until we realized that HE was our only HELP!   A good night...a fresh start...SELAH!

6.    PRAY CALIFORNIA

On Saturday, January 31st, 2004 a very important gathering will take place for Southern California.  The purpose of this gathering is to implement a regional prayer and information strategy for Southern California
     1. to assure a prayer covering over our region,
     2. implement a mobilization mechanism to assure that the Church of Southern California is able to respond to important issues as they arise.
     3. mobilize priority corporate events that are beneficial to the Body of Christ in the arena of prayer and city reaching.
     4. bring attention from a biblical perspective issues that influence our region
     5. Resource local pastoral ministries through existing regional communication tools that gather pastors and mobilize prayer through prayer networks concerning local and regional needs.
     6.> Mobilize and network regional communication media to cast vision and keep the church informed through tools that are already in place.

To implement this endeavor we need the support and collaboration of a pastoral gathering and prayer mobilization ministry in each participating city in Southern CA to facilitate this effort.

If you feel that your ministry fulfills this criteria and your heart is toward uniting and empowerment of the Body of Christ in Southern CA, please get back to us.

This is the ministry agreement we are looking for.
    1. An affirmation to abide by the core values of the Pray California Fellowship www.PrayCal.org    
    2. A willingness to attend 1 meeting every 3 months or send a leadership representative who is able to make decisions on behalf of the ministry.
    3. A willingness to work with all the PrayCal servant team
    4. encourage support of Pray Cal area events
    5. Send out through your ministry e-mail list authorized updates and prayer concerns for Southern California once a month so that we can successfully keep Southern California covered in prayer and alerted to important issues. / occasionally more often should the need arise.
    6. Keep So Cal Pray Cal alerted to important issues of concern in your area that need attention or prayer.
    7. A willingness to bridge relationally and empower all other ministries working in the area of prayer.
    8. A character that is focused on building relationships, reconciliation and restoration and not on personal issues of contention with other individuals or toward other ministries.

Pray Call will in turn support your endeavor to cover your area in prayer.

9.    HOUSTON, TX: A SPIRITUAL MARKER

November 15, 2003,  may become a spiritual marker in the city of Houston.  For almost five years Mission Houston has planted city-reaching seeds across the Greater Houston area.  (For an overview of what city-reaching is and how it is expressed in a city go to         <http://www.missionhouston.org/synapse/news/fullstory_public.cfm?articled=12081&amp;website=missionhouston.org>    ).
 
Those seeds are growing in a number of places, but the North Channel area - a highly diverse, poverty stricken area on the east side of Houston - is leading the way in demonstrating the possibilities of transformation when the congregations in a community will allow the Holy Spirit to unite them in authentic, relational unity with a clear, compelling picture of their mission field.  The following report from Mission Houston's Robert Hughes is very brief and highly encouraging.  I hope you will take time to read it.  Please redouble your prayer efforts as this group moves toward a Congress in February 2004.  We also ask that as you consider your end of the year giving, you will remember the ministry of Mission Houston.  We are emboldened by the successes being experienced in the North Channel area and are stepping up our efforts to see the city transformed by the power of Jesus Christ.
 
 

THE REPORT
 

The North Channel ROC (Renewing Our Community) began their first City Reaching Congress today at San Jacinto College North Campus. There were 55 plus in attendance from 12 congregations,  5 different denominations and three different ethnicities.
 
The Vision Community/Leadership Team led by Pastors Dale Jones and Vernon Troutman did a great job putting together the agenda for the day. We began with spiritual and relational Vitality, 2 hours of worship, with praise, prayer, ice breaker, connecting with neighbors, interceding for one another and for the community. Dale presented an overview including a portion of the newly released Quickening video from the Sentinal Group and a presentation of the North Channel ROC's Mission Statement.

After lunch Robert Hughes of the Mission Houston staff led the group in several learning activities to help surface mental models about church.  He used that to lead in the discovery of a new (actually very old but lost) way of thinking about "the Church,"  helping to draw the distinctions between local congregations and the Church, the body of Christ, as it is present in the sectors of the city. The response was very encouraging.  At one point the translator, a Pastor from Channelview, was so moved he began to cry and his wife had to finish the translation.

Dale Jones closed the day by asking those present for a commitment to attend the February 6-7, 2004, Congress - a retreat where the group will dialogue about the research, seek God and identify the high leverage issues to be addressed by the Church in North Channel.
 
God's presence was evident and His hand of guidance was significant in everything that happened. Blessed be the Name of the Lord.

Living Proof: Evangelism as a Lifestyle - January 9
Ed Cvelich and Jerry Kinard will be leading a Bible Study called Living Proof: Evangelism as a Lifestyle. Racial Reconciliation Weekend - January 30- February 1
This gathering is for all in the Body of Christ.  On the evening of Friday, January 30, 2004 we will meet at Raleigh  International Church at 7:00 PM. Speakers include Marvin Campbell, Chris Rice and E. J. Hernandez.  Saturday morning's meeting will be at Providence Baptist Church beginning at 8:30 AM.  There will be a ten member panel discussion, a video presentation on race and relationships followed by small group discussions.  Sunday, February 1st is the first day of Black History Month and pastors are encouraged to swap pulpits and/or speak on the subject of reconciliation within the church.  For more information about this event please contact Biblical Wellness Ministries at 783-6075.

Women In Ministry Retreat - March 19-21
The weekend of March 19-21 promises to be a blessed experience for women in ministry.  Together Biblical Wellness Ministries and First Steps Ministries are sponsoring a retreat for women serving in the Body of Christ.  Reggie Edwards of Building Together Ministries, Alice Kinard of Growth Ministries, and Dawn Seymour of First Steps Ministries will be featured presenters.  The retreat will be held at Wintergreen Resort in Virginia.  The cost of the retreat is $50.00 (covers transportation, meals, and cleaning fees) of which $25.00 is due at registration and the balance due at travel time. How to Minister to Your Pastor
During the 2004 calendar year, Dr. James Seymour is setting aside one Sunday per month to minister in local churches on the topic, HOW TO MINISTER TO YOUR PASTOR.  This will give congregations a chance to receive some insights as to how they can best minister to the shepherd who is ministering to them.  Please call BWM immediately at (919) 783-6075 if you would like to reserve a Sunday for your church.  There is no charge for this ministry, but we would ask that a love offering be taken at the conclusion of the service to go 100% to the ministry of BWM to assist pastors and church leaders.

WHO:
This is a call to all believers throughout the State of California to unite in prayer and worship and rededicate our region to the sovereignty of Almighty God for revival, that He would once again visit our state and that it again become a lighthouse for the Gospel of Jesus Christ especially in the movie and studio industry of Hollywood. It’s time for “the Church” in CA to rise!

WHAT:

1. To reestablish the covenant made by Father Junipero Serra, the “father of California missions” and those who dedicated this land to Jesus Christ and gave their lives for the proclamation of the Gospel.

2. Beseech Him for the divine protection of the Church, that our state be governed by just and godly men and that the judicial system and laws would reflect His justice.

3. That God the Father would extend this protection in the spiritual dimension over our state and our families, and turn the tide from those that would dedicate it to satan and demonic powers.

4. Speak blessings over the State, pray for the people of California and let them know they are loved and being prayed for.

Praise and worship – Make declarations and proclamations - Bind and loose -Exalt and magnify to overcome spiritual entities.

PLEASE REMEMBER THAT on January 4th, Tibetan Buddhist lamas will complete
their covenant ritual by depositing the sands of a very sophisticated mandala into the Pacific Ocean to invoke ancestral territorial spirits over California and our nation and to usher in a one world ruler. Let us pray that Jesus will open their eyes to the light of the Gospel and that revival will come to our state. Let us stand together in unity by our open worship of the one true God, inviting His Kingdom rule over the places where other gods have been enthroned.  Remember the battle is the Lord’s! John 4: 23 Yet a time is coming and has now  come when the true worshipers will worship the Father in spirit and truth, for they are the kind of worshipers the Father seeks.

14.    PASTORS & INTERCESSORS

Last month, as September ended and October began, I attended two conferences in two states on two different topics—but the focus was the same. Prayer!

At the Midwest City Impact Roundtable often the discussion about the whole church taking the whole gospel to the whole city came back to the need for prayer. Time after time the importance of engaging intercessors and growing clusters of pastors praying together weekly was the initiating step and then the sustaining factor in making an impact on our cities.

Later the same week at a Prayer Fire Conference it was repeatedly pointed out that intercessors love to pray and that we must share with them the vision (put it in writing) for reaching our cities and have them become part of united and focused prayer.

At that conference we also discussed how to find and engage intercessors. The suggested way was to pray for intercessors either for your church or for your city and to let God identify them and let them come forward to express what is on their heart about the church and/or city. That way there is no pressure on the intercessors to step forward, and the long-term commitment will be stronger.

We also discussed that pastors should be pastoring intercessors. Intercessors need information, need to know answers to prayer so that the answers can be celebrated, and need to tell pastors what is on their hearts. Both pastors and intercessors must build trust with each other. Intercessors must be in prayer, teachable, and willing to be under authority.

Pastors need to talk with the intercessors about the kingdom vision for the city, unity, what revival would look like, and strongholds that must be broken. The agenda for the city should look something like this:
Praying that our focus will change from our differences to God’s desires.
Praying that strategies will be revealed.
Praying that the true church will emerge and be seen by everyone.
Praying that the Great Commission will be accomplished.
Praying John 17 into reality.

The next step is to watch for answers as the city begins to be restored and the squatter, Satan, has less influence, resources, and control. His power is removed.

Pastors and intercessors must acknowledge each other’s gifts and roles, love each other, and respect each other.

Remember that you will not find any "unemployed" intercessors looking for work. Intercessors will already be interceding for churches, ministries, and issues. Often an intercessor who comes forward will have contact with many other intercessors. In order to connect with a broad base of intercessors, find nodes and communicate to those point persons. E-mail is one of the most convenient ways to pass communications along to others. It is possible that the city leadership team might not even know the extent and number of intercessors committed to prayer for the city.

This special relationship of pastors and intercessors does not lessen the praying role that Christians must have for the city. Every Christian is a "ruling priest" and has access to the throne because of Jesus. Again, the vision, needs, and status of the city must be communicated to our members.

Intercession is God’s way of governing his world through the prayers of his people. It involves partnering with Christ in doing the work of ministry. Intercession releases God’s love, power, and grace into others and into situations.

Coordinated Prayer for Restoration in Every City
    Pray that God will raise up temporary leadership (prophets and apostles) for your city
    Pray that prophets will call other pastors to personal revival.
    Pray that leaders will find a core of "life-giving" churches so that clusters of pastors can start meeting together.
    Pray that the initial vision may be clear and communicated to all the pastors of the city.
    Pray for pastors
    Pray that attendance at the weekly Pastors’ Prayer Cluster will be a priority for pastors. May the church leadership also make it a priority to encourage attendance.

    May pastors be evaluated according to Scripture and not human expectations or measurements by boards. May pastors feel free to be a part of the "Church of the City" in order to take necessary steps and risks.
    May pastors quickly bond and focus on the vision for the city.
    May permanent spiritual leadership emerge.

    Pray that God will identify and prepare intercessors with a city vision.
    Pray that these small groups of intercessors are mobilized and develop into large groups praying specifically for strategic needs in the city and that they develop into a prayer movement.

Fervent, united prayer by pastors and intercessors. A massive prayer movement begins with small groups of intercessors and develops into large groups praying specifically for strategic needs in the city. Fervent prayer is intense praying—prayer that acknowledges the utter dependence we have on God.
    It affirms Jesus’ statement in which he said, "I am the vine; you are the branches. . . . Apart from me you can do nothing" (John 15:5).
    It involves an attitude of utter humility.
    It includes praying, "Have your own way, Lord; have your own way. You are the Potter, I am the clay. Mold me and make me after your will. While I am waiting, yielded and still. Have your own way, Lord; have your own way. Hold o’er my being absolute sway. Fill with your Spirit, then all shall see Christ only, always, living in me!"

United praying fulfills the words of Psalm 133:1-3: "When brothers dwell together in unity . . . the Lord bestows his blessing."

Not just united prayer within one congregation (although that’s also needed), but also congregations coming together across congregational, denominational, and geographic lines to pray. Gathering in auditoriums and even stadiums to pray all night. Pray that God will raise up and reveal his chosen, persevering leaders a leader or group of leaders who will experience personal transformation and renewed submission to the leadership of Christ and to God’s work in the city ...leaders raised up by God who willingly submit to the leading of the Holy Spirit—often at great personal cost.

Understanding Reformation in Church and Culture
John H. Armstrong

Charles Maurice de Talleyrand (1754-1838), a French statesman, educated to serve the Church, was ordained in 1779 and appointed bishop of Autun (1788). He was later elected to the States General, where he became president of the assembly in 1790. During the era of Robespierre he lived in exile in England and then America. When he returned to France he helped to consolidate Napoleon's position as consul (1802) and then as emperor (1804). He eventually came to question Napoleon's ambitious use of power and led the anti-Napoleonic faction. Eventually he came to represent France at the Congress of Vienna (1814-15) and left a fairly large imprint upon the future of his nation.

I provide this brief biographical sketch of Talleyrand for a particular reason. Talleyrand is frequently quoted for his understanding of government and power. He was a person of rare insight into the way human societies and cultures work and change. As an example he once gave the advice to Louis Adolphe-Thiers that if "you wish to rise: make enemies." Everyone who leads knows the truth of this terse statement. But Talleyrand also made an observation about reforming people and societies that has impacted my own thinking for some years. He wisely noted that: "without individuals, nothing happens, without institutions, nothing survives."

Reforming refers to the action taken, or the process engaged in, to "form [something] again." It means to make changes that improve a social, political, economic or religious institution. In old English the word meant to "bring back to the original condition." The word comes from the Latin: "to bring back a form or shape of the past." Reforming tendencies exist in every area of public life. Whereas revolutionaries tear down and destroy, reformers always seek to preserve what is good and bring about change. Reformers are generally keenly aware of the past while they aim for a better future. In the Christian Church reformers are not radicals, or separationists, but people who root their efforts in an ancient-future faith. They often see the same errors that radicals (or restorationists) see, but they have a different view of both history and of change. Talleyrand's statement is one all reformers should ponder seriously.

If we seek to reform churches as institutions without impacting individuals we create a program for change that will fail. I remember asking a strong Christian reconstructionist some years ago, "How do you plan to bring about these massive changes in society unless there is a widespread spiritual awakening among actual people?" The answer I received showed me that this particular person had thought a great deal about institutions but very little about people. He was comfortable with ideas and institutional paradigms but had no action plan to impact people one-by-one.

On the other hand fundamentalists are prone to major on individuals, and their personal piety, without paying much attention to institutional reformation. If we can get them saved then all will be well. This is, of course, patent nonsense. We have gotten huge numbers of people "saved" in the last forty years and all that time the institutions of our culture have been going down the drain morally and spiritually. For example, we clearly lost the moral battle, at least to this point, with the homosexual community. They have been able to cast our response by one oft used emotional word: "intolerant." Who wants to be intolerant? Actually, I know a few folks who relish this opprobrium, but most of us would rather be known by something far more positive-kind, tolerant, decent, non-jydgmental, broadminded, fair, etc.

What is needed is not the "get them saved" one-by-one of fundamentalism or the social agenda of revolutionary language that curses virtually everything in the modern age as harmful. Could we have missed the real opportunity of our moment in history precisely because we have missed the wisdom of Talleyrand's insight?

If we train (disciple) a person we make a genuine follower of Jesus. If that follower of Jesus lives as "salt and light" in the world a difference will, necessarily, be made. But if the difference made does not touch institutions (church, government, family) then the fruit will not have its greatest impact on others, even unsaved others who will benefit by the presence of the light in their neighborhood.

Thomas Caryle (1795-1881) understood this when reflecting upon that historic date. He wrote the following in his journal for October 31, 1831:

Vain hope to make mankind happy by politics! You cannot drill a regiment of knaves into a regiment of honest men, enregiment and organize them as cunningly as you will. Give us the honest men, and the well-ordered regiment comes of itself. Reform one man-reform thy own inner man; it is more than scheming out reforms for a nation.

What is desperately needed today is a joining together of the reforming spirit in the Church with the reforming spirit within culture. Christians need to think much more deeply about how they go about culture wars. So far, it seems, we have responded in anger and frustration more than in the love of Christ and with positive working solutions that commend themselves to people in general. I believe we have solutions, real ones that will work and find favor with most people, but we can't change the institutions until we change a sufficient number of people.  While we are trying to change people we should never stop there but seek to change institutions wherever possible.

Talleyrand's insight just might stir a few Christians to connect their Church and culture- shaping efforts for reformation just where the greatest fruit can be borne. Is it too much to start here and begin the dialogue among those serious about the hard work of real reformation in Church and culture?
