       Fear is not the only motive that will stir people to repentance.
Yes, it moves the soul, but it is only temporary; fear cannot sustain righteousness nor create true purity of heart. Grace may teach our hearts to fear, but grace our fears relieve. The fact is, people are already afraid. It is time for faith to arise, where we put our trust in God's goodness and power.
       Jesus said all things were possible for him who believes.
He specifically warned, "When you hear of wars and disturbances, do not be terrified; for these things must take place first, but the end does not follow immediately" (Lk 21:9). He said specifically, "Do not be terrified." Do not submit to the spirit of terror -- have no part in it! God has not give us a spirit of fear, but of love, power and a sound mind.

2.   FOX VALLEY (CHICAGO): CITY REACHING NETWORK

Twelve of us met on Friday Sept 21 at the Riverwoods Chapel.   It was a great meeting with all 4 Fox Valley Pastor Prayer Groups represented.  We prayed and covered alot of City Reaching topics.

One major focus was Rick Heeren's (from Harvest Evangelism) challenge from the Elk River City Reachers Leadership Team.  Rick says that Harvest Evangelism recognizes Elk River (32,000 population) as a city in the USA that is coming together for united church prayer evangelism.  So much so that the Mayor, Educators, Intercessors, Business Leaders, Youth Leaders, and Light House of Prayer Leaders are joining the Pastors in regular prayer initiatives for their city.

Rick, the Mayor, some Businessmen and a few Pastors would like to come to the Fox River Valley and tell us what is happening first hand.  Phil Miglioratti (NPPN) and some others are looking into possible funding sources to pay expenses.  

Curt Berg in the Tri-City region asked me recently to write up a little description of each prayer leader that Elk River and Minneapolis has developed in each church and city region.   Here was my response:

PASTORS... Who is the pastor at from your church that has a passion for recruiting, training, organizing and implementing intercessors in helping to reach every man. woman, & child with the gospel in the greater Tri-City area.

Light House Of  Prayer.... Who is the intercessor at your church that prays for 20  neighbor households by name.  The 5 homes to the right, 5 to the left and 10 across the street. They pray for God to bless the neighbors and to bring greater salvation to them.  They look for God to set up divine appointments for fellowship with the neighbors to hear about prayer needs.  After a friendship is established they share the gospel.   Then they invite neighbors to come once or twice a month to pray as a group for the neighborhood and consider other prayer initiatives.

MARKETPLACE... Who is the person at your church who is involved in business?  They have a passion for other business people to know Christ.  They pray for business leaders by name and want to set up opportunities to have the Holy Spirit bring the gospel to them.  Then they seek divine appointments and networking opportunities.

INTERCESSOR... Who is the Intercessor at your church who hears things to pray about from the Lord?  They desire to pray in the Spirit of Intercession with other church members who pray with passion.

YOUTH... Who is the teenager with a passion for prayer?  They want to bring other teens to the prayer circle to pray for the High Schools and Jr. High's.

CHILDREN...  Who is the child or youth leader who has a passion to call children to the prayer circle.? They want to believe God for Children Rallies or events related to evangelism or discipleship.

GOVERNMENT... Who is the elected official that has a passion for prayer and reaching the city for Christ?  They may be a alderman, mayor, city worker. They may be a part of the City, county, state or national Govt.  They do pray for break through in the Govt. circles.

EDUCATORS.... Who is the teacher, principle, superintendent or other school official who has a passion for winning educators to Christ?  They pray for other teachers and polices that influence students.

3.  EL PASO, TX: NEW DISCIPLESHIP INITIATIVE

Here's the latest from El Paso.  12 for Jesus has unlimited potential.  It's simple yet powerful.  Our first 12 pastors are going thru orientation now.  By the end of 2002 we hope to have at least 20,000 people trained to each serve 12 disciples.

12 FOR JESUS

Jesus has a proven way to at least double the size of your church while making your job easier.  It's called 12 for Jesus.

12 for Jesus follows the example of Jesus.  Our Lord prayerfully chose 12 disciples who were equipped by spending time with Him.

In 12 for Jesus, you prayerfully choose 12 disciples who are trained by spending time with Jesus.  How?  They pray and read the New Testament daily while asking, "Jesus, please teach me to be a servant to 12 disciples."

One hour a week, at a time and place of your choice, the 12 disciples will join you to share the top insight they gained that week from spending time with Jesus. The length of the equipping cycle is 12 weeks minimum for mature believers up to 12 months maximum for new believers.  All disciples read the entire New Testament.  This takes only 5 minutes a day for the 12-month cycle.  In addition, each disciple is asked to attend one free citywide session based primarily upon The Steps to Freedom in Christ by Dr. Neil T. Anderson.

Upon graduation, each disciple prayerfully chooses 12 people who are also equipped by spending time with Jesus.  As this cycle is repeated only 2 times, 144 disciples will be trained by your church; 3 times, 1728 disciples will be prepared.  Sound impossible? A church using this approach in Baker, Louisiana has 12,000 members and another in Bogota, Columbia has 120,000 members.  If they can grow following the example of Jesus and His 12, so can we.

A computerized 12 for Jesus progress report will be provided to you free each month.  A love offering at the weekly gatherings will cover the expenses for 12 for Jesus.  Of course, participants will be encouraged to tithe to their church.

The vision of 12 for Jesus is to equip believers to be a servant to 12 disciples in 12 months or less. The goals are to at least double the size of participating churches within 3 years, equip at least 1,000,000 people from El Paso/Juarez by 2005 and spread 12 for Jesus worldwide by 2012.

In January 2002, 12 for Jesus will be launched in El Paso/Juarez.  Pastors who have completed the pastors orientation (see below) will each begin by equipping 12 key people from their churches for 12 weeks.

Orientation for pastors will begin the first week in October 2001 with 12 pastors.  It will be conducted in 6 weekly sessions of  2 hours each.  Those 12 pastors will then conduct the same orientation for up to 12 other pastors each beginning the third week in November 2001.  If you have not already registered to participate in 12 for Jesus, call 58JESUS.  

In summary, 12 for Jesus is a practical, powerful way to add new families to your church as well as to help win our area and the world for Jesus.

4.  PLYMOUTH, IN: PPG LOOKS FOR YOUR HELP

Dear Pastor Phil,
I am the facilitator for our local PPN of 10 pastors in Plymouth, IN.
Our desire is to create an inter-church prayer network that would accomplish:
1. The initial and ongoing training of prayer room personnel in each church.
2. The training of Prayer Coordinators in/for each church.
3. A secure network established from church to church via email that would enable prayer requests to be made and communication to take place.
4. Establish monthly worship and prayer meetings for the intercessors and pastors.

Do you know of any such methods now in place?
Can you suggest a 'curriculum' that would enable each intercessory group to be on the same page as the next....  we have Methodists, Baptists, Christian Church, and Charismatics to name a few. We're not real sure, at this stage, how and what to train them in.  We DO have the book "Making Room to Pray", but we'd like to focus to be more on the purposes and practice of prayer in a network.

Any thoughts or guidance you could give would be very much appreciated.

5.  MILWAUKEE, WI: PPG ... AND MORE

As the coordinator of The City of God Network in Milwaukee, I have been overwhelmed with the labor that you have been doing in the body of Christ. The national prayer network of pastors is very powerful for our country and the body of Christ worldwide.

We are presently gathering pastors for prayer every Wednesday at one of our local churches at 12:00 noon, and a monthly shut in for 8 hours of strategic praying and fasting on the last Friday of the month.

We've been gathering since my return from the Call in Washington DC, September 2nd, 2000. The vision and the call to gather leaders in fasting and prayer was their, but the charge to go forth came from the Call.

Since we have been gathering, we have held a press conference for our Chief of police that was being challenged by our mayor to replace him as chief. We opposed Sun Young Moon when he invaded our city, which caused him to relocate his meeting to a downtown hotel from one of our city churches. Then we as an organization we opposed our city alderman for signing a contract that would allow homosexuals and unmarried couples to receive health benefits as married couples. We were able to stop them the first two times, however, with their change of strategy and persistence
greater than ours, they prevailed and it passed. However, this has caused many more pastors to want to become involved.

We've  just recently held a rally to share this information in which were gathering intercessor, pastors, couple ministries, single ministries, Christian business ministries, Pastor and Wife Team Ministries, School ministries, and political leaders
to keep our city informed to know what to pray for and what to publicly stand against.

We are also gathering outreach ministries, evangelistic ministries, prophetic intercessor, neighborhood houses of prayer, and all those who have a burden for transformation of our city and to bring forth it's purpose in the earth.

Please add us to your network, and these are four areas of prayer that we need;

1. To love the Father with all our heart, mind, and soul

2. Humbleness of heart to lift up the brethren, loving our neighbor as we love ourselves.

3. Passion for the lost, to seek and to save

4. To be well trained and war against Satan and his kingdom until he's totally subdued and annihilated.

8.  TIDEWATER RESOURCE NETWORK:
   LEADERS MEET FOR INTENSE PRAYER

Approximately 70 leaders met for intense prayer October 18th.  A broken and contrite heart was felt by all, as the leaders knelt and lay upon the floor in God's presence.  The humility was the main means by which Gods presence was evident.  

There wasn't a "posturing" or jockeying for position, as everyone laid down their visions as God wove His heart into the tapestry of love.   Most felt that "a proclamation" wasn't necessary.  The consensus was written on the hearts of those present and then on the walls of the hall, as God spoke to and through His people.

What a break though for leaders to meet and love Jesus together.  Lots of hugging and in places, tears, as we prayed for God's harvest, His leaders, our families, the lost, His work, city leaders/state leaders, peace for the nation, a servants spirit, a Holiness to permeate the church leadership, and for a clear picture for the combined "work" to emerge in the Mobilizing of the South Side team for harvest.  

There seemed to be a clear desire to see leaders prayer go forward, in to the next level.    If this "no reputation/recognition" agenda continues, surely we will break through into the harvest, in this season .   

Hopefully,  this will be the first of many events aimed at "meeting" with our Lord, to usher in His work.  Updates to follow (hopefully)

9.  VICTORY IN WALNUT, CA:  PHASE ONE

Dear Phil and NPPN:
Praise the Lord for answering beyond our original expectations!!!!

Thank you for praying in our spiritual battle against the Uni-Daoist cult trying to build their North American Headquarters, a temple the size of a football field, in our town.   
   *Our city's leading intercessor got the whole ball rolling.
   *Some of our city's pastors prayed and strategized two weeks ago, which has kept churches united and out of political / religious wrangling.
   *One of our pastors studied the whole situation at length, which has kept us wise in our approach.
   *Several members of churches gathered over 300 signatures in just a few hours, which made a big statement to the commission and to the temple promoters.  
   *Many of us have been fasting, and some of us have prayed on site, where there stands a church building originally build on the property.
   *You prayed, which made a big part of the difference. It was a team effort!

We had encouraging prophetic words, yet those of us intimately familiar with all the details and proceedings expected the commission to give them a conditional six month extension on their plans.  We were expecting to pray them out of being able to fulfill their obligations.  

But on October 17 after many people interceding and over an hour of people coming out of the woodwork in the city hall chamber to raise concerns about the temple, the planning commission voted 3 - 2 to refuse the temple any extension of their permit!

This means that for the Uni-Daoists to proceed with their construction plans, they must appeal to the city council and start all over again.  They might do this. At this point we have won phase one.  But it's not over yet.  We must remain diligent in prayer.  As you praise God for initial victory, please pray:
   1) God would break the financing of the temple by the businessman behind it
   2) God would bring confusion and discouragement into the Uni-Daoist camp (as He did to Israel's enemies).
   3) The Uni-Daoists would see the problems of building here are not worth fighting and would retreat (as some of Israel's enemies did).
   4) The Uni-Daoists as well as the Christians would truly see and know the almighty power of God.
   5) The Uni-Daoists would want to get rid of the property and sell it at a low price   to one of the churches who is interested in buying it if it becomes available.
   6) The property in question would be redeemed back to the Kingdom of God, and that the church building there would someday soon be home to the glorious and manifest presence of God.

Thank you again for praying.  And PLEASE  KEEP  PRAYING  UNTIL  WE  SEE  THIS TO  FINAL  VICTORY !!

10.  VIRGINIA: PUTTING FEET TO THE PRAYERS

TIDEWATER RESOURCE NETWORK

Is to assist those in a specific area's to formulate a workable plan to  "Reap and Keep" their neighborhoods by addressing all the needs of the lost and hurting.  Initially targeting City-Wide pastoral servant teams, TRN holds regional seminar's in "How To" organize and administrate "Neighborhood action", for reaching our cities. T/R/N states: Together, through our knitted work's, we can provide real answers for the lost and hurting. Each of us doing what we best, as part of the bigger picture. .

Encouraging the use of referrals in ministries, they share in common citywide information about linking strengths to provide momentum. By sharing our combined Evangelistic ministries, benevolence-contacts, and leadership we can Gain Traction, and "move out" in to the streets

These different works are linked relationally across Denominational and Cultural lines, through informational teams. T/R/N has been able to educate those interested local groups to access multiple funding steams. Together, in our neighborhoods, we are very eligible to access several funding streams, including: Corporate, foundation, hospital, and public funds. Step-by-Step, hands on means are unfolded, with "measurable" outcome.  

About the Director:  Bill Emery began working with at-risk inner-city youth.  While attempting to assist them, he realized that his team was unable to address the basic needs of  these youth. Bill then began to reach out and investigate other resources and referrals.  Eventually he amassed a surprising amount of contacts. It was apparent that others desired to know how to contact those in their communities for additional referrals.

This gave birth to the T/R/N. After 8 months of Monthly meetings, a series of seminar's were birthed. (With more then 3,000 contacts to organizations, in the South East Region, alone).  As a pioneer to Charitable Choice, Bill  has been invited to share "grass roots networks", with the Virginia General Assembly Teams, and at the Republican National Convention's-Faith Representatives Collaborative Seminar.  Across several states and on two continents, this work is servings as a catalyst to emerging visible networks of organizations on the move.  Bill is initially in submission to the City-Church Team-Contact's, Pastor John Dooley (Hampton Roads) and Pastor Travis Thigpen (Richmond).

THE VIRGINIA ROUND TABLE

At Julys first Quarterly meeting, we witness the "birthing" of this work, as well as the unanimous decision to proceed with a family agenda.  We voted to uphold "family legislation, and the various grassroots movements of God, statewide.  We agreed to serve as a link between our national Family lobbyist, and local works.  (when it did not create a problem with our own work).

October's meeting cemented this work.  We looked at several specific means of knitting Believer's in the body of Christ.  The r/t looked at some wonderful avenues opening, visibly addressing informational sharing to assist each other in corporate work.  We noted that working together to utilize our "corporate information" would indeed assist us in our own pieces of the greater work.

January, we had a tremendously successful meeting.  Great strides were made and links were cemented.  We focused on the "family work" upcoming in different regions of our state.  Some suggested: our momentum will be visualized by doing works together. One such work was visible offered to serve the others in their evangelistic need to mobilize their communities.  Dr. Denny Nissley has a tremendous vehicle to enter into the streets.  He has trucks, trailers, cooking facilities, and tents, (and much more). He is the National Disaster Relief arm for the Mid-Atlantic region.

In March we recognized our Co-Chair Pastor Travis Thigpen.  We listened to representatives from HUD & The Sec. of Educations office about funding opportunities for the Churches of Virginia.

In June we began to take stock of what teams were successfully implementing their "seminar" information.  The Tidewater Resource Network has been touring the cities, encouraging the knitting and mobilizing of those teams who are ready to move out.  The news of "traction" warmed our hearts.

In August we specifically laid our vision and mission.  In addition, we greeted 4 new cities teams.  It was exciting to hear about what God was doing in our additional groups circles.  We discovered that we have somewhat parallel experiences and visions at different levels of unfolding.  Some are farther down the road in certain areas, and still others have excelled in some "other" area.  Together we are developing a clear picture of Gods hand at work.

11. DC METRO PASTORS - EMERGENCY INTERVENTION

A growing number of urban and suburban pastors and church leaders are receiving Red Cross Crisis Preparedness training to become certified disaster relief volunteers and Public Safety chaplains.  Offer thanksgiving for the 125 who attended initial introductory sessions and pray for training sessions being conducted on the successive Saturdays of November 3, 10 and 17.  Pray that hundreds of Christians in the greater Washington, DC area respond to be quickly and thoroughly trained in crisis intervention to work alongside of The Metropolitan Washington Council of Governments, FEMA and Police, Fire, Rescue and other Public Safety agencies.  If you are from the Metro DC area and desire more information faxed or mailed to you just contact the offices of Intercessors for America.

There is a sense of urgency to this request - we believe that these leaders need to be connected as soon as possible to facilitate as wide a covering of united prayer among Christians in our area as possible by year end.

We plan to begin a regular prayer gathering for local church prayer leaders in the next month.

Following the Sept.  11, 2001 attack on the World Trade Towers, there is one thing ... that came in under the radar and escaped most Christians.

For the first time in history, one man (Billy Graham) spoke the Gospel to the entire world at the same time.  He gave the sermon at the National Memorial Service and was broadcast on every major television station in the U.S.  and by satellite to the world.  Every country in the world received this broadcast...and because it was a Geo Political event, every leader watched and heard it translated into his/her language. Many preachers have their messages broadcast in other countries and carried around the world, but this is the first time that the entire world listened to the Gospel preached at one time.  The World and all its leaders tuned in and heard the gospel.

Never before has one individual preached to the leaders of the world and their country at one time!!

Mark 13:10 - And the Gospel must first be preached to all the nations.
Matthew 24:14 - And this Gospel of the King shall be preached in the whole world for a witness to all the nations and the end shall come.
Romans 10 - whole chapter - particularly verse 18.

My read on this is that through Billy Graham, Biblical prophecy was fulfilled.  As I listened to him, I was in a store that had the entire service broadcast throughout every speaker in the store's audio system. It was on virtually every TV and radio station and people across America held hands and wept before God.  It is my personal belief that the Holy Spirit
came upon Billy Graham just as it did upon John the Baptist announcing the Kingdom of God is at hand.  I also believe that this is the most significant prophecy to be fulfilled since Israel became a nation in 1948.Agree or not, it was staggering to hear this today.  Jesus tells us often, to watch, to pray, and to 'take heed, keep on the alert, for you do not know when the appointed time is." Mark 13:33.

14.  NEW: NATIONAL MEN'S PRAYER NETWORK

Dear Friends and Partners,

A few minutes ago, a strategic conference call concluded. Several national prayer ministries prayed and planned together for an upcoming event that has great potential for strengthening the prayer movement.

And praying Pastors are right at the heart of it!

The vision behind this event is to see the Lord raise up an army of men who will take their place in local church prayer leadership.  For too long the Body of Christ has expected women to stand alone in the place of prayer.  Men, especially Pastors, have enjoyed the benefits of their intercession but have seldom stood/fought alongside these women of courage.

Local Church Prayer Ministry must captivate both women and men; young people to senior saints; new-to-the-faith as well as veterans.  Like an airplane, prayer requires two wings to fly in every church and over each city.  The "male wing" of the Church must be recognized, strengthened and partnered with the "female wing" that has served us all these years.

This February gathering will:
   *Bring together Pastors from across the nation
   *Cast a compelling vision for male participation in local church prayer
   *Challenge and equip men appointed by their Pastor
   *Connect both Pastor and prayer leader to best-practice prayer resources

The National Pastors' Prayer Network is honored to be a partner in the planning and promotion process--

Dear Ministry Leader,

I would like to make you aware of a special event that is planned for early 2002.  Promise Keepers and Coach Bill McCartney, in partnership with The National Prayer Committee, The National Association of Local Church Prayer Leaders, The National Pastors Prayer Network and The Mission America Coalition, will host a National Prayer Leader's Luncheon next February 7, 2002 in Washington, D.C.

This luncheon will be for pastors and their pastor-appointed prayer leaders.  Pastors are encouraged to attend with their prayer leader since this luncheon is designed to honor, encourage and resource both the pastor and their prayer leader.  Coach Bill McCartney has said that, "this will be a time for pastors and their appointed prayer leaders to come together, seek the face of God, and turn America's churches into houses of prayer".  We would like you to mark this date and join us.

The theme for this event will be "Storm the Gates".  This event is an all out call to mobilize men in prayer in the church of America.  It will be a time to begin to turn the church back to the offensive through prayer in order to fight the spiritual battle at hand.  We must be properly armed for the fight.

This event will be a time that will serve as a catalyst to recruit and enlist an army of 30,000 male pastor-appointed prayer leaders.  Out of this, we are launching The National Men's Prayer Network to join this army and make us one prayer force.  We are seeking those who will commit to pray for their pastor daily.  We are also seeking those who will recruit and enlist other men in their local church to pray regularly for their pastor, their church, their city and America.

The task is big and the call is grand.  We can't do it alone.  We need your help to make this event all that God intends for it to be.  We also need your help in building God's army through the vision of enlisting 30,000 male pastor-appointed prayer leaders.  Will you consider promoting this event among your networks of churches, pastors and prayer leaders?  Will you pray about joining us?

As a follow-up to the One Great City Roundtable meeting in early October, a diverse group of Chicagoland pastors, prayer mobilizers, ministry organization and community development leaders, and city reachers will meet on Monday, November 26, 2001, from 10am until noon.  This meeting will be the next step toward forming a Servant Leadership Team that will identify churches and ministries with a vision to bring together the whole church to show and tell the whole gospel to the whole city.

Pastor Arthur Jackson has graciously agreed to host our next meeting at:

Dear Friends,

Twenty six days ago (October 5th) nearly 300 of Chicagoland's Christian leaders met around tables for stimulating discussion, strategic prayer, and the good food of fellowship.

Approximately 175 spent the afternoon responding to the insights of Tom and Christine Sine.

Over 275 enjoyed the banquet meal and message.

Over 60 squeezed together in the concluding City Strategy session room.


"Were we successful?"

I am convinced, by the grace of God, we were because:
  
  *Simply being together and honoring to one another is a sign of success!

  *We represented a wide variety of ethnic communities and denominations.

  *It was obvious to us all that this was but another step; we must continue!


"Where do we go from here?"

I was asked by those in the City Strategy session to call us together again.
No day or date or time or place is perfect for everyone one of us, but here goes:
  
   When?
       Monday, November 26
      10am - 12:00 noon

   Where?
       I am looking for a site more central and near or in the city
      With room for possibly 50-60 to meet in a discussion format (not pews)
      I have a few possibilities but am open to suggestions

   What?
       We will review One Great City on the basis of our desire to come together as the whole Church to bring the whole Gospel to the whole City
      We will ask the Lord to give us the insight, strategy of how we should seek to accomplish this goal
      We will NOT form a new organization (top-down, event-driven, elite-controlled)

   Who?
       You, I hope, and those you invited to your table (please contact them or email me their eddress (include name and ministry)
      And others who belong at the table:
          Pastors, Ministry Directors, Network Facilitators, Prayer Leaders, Community Catalysts
      All colors; all brands - Men and women who follow the true Christ

   Why?
      Because John 17:22-23 is still in the Bible
      Because we cannot not follow Christ into this daring and bold step of seeking His Kingdom

   How?
       We will continue to operate on the values that brought us together:
          .A passion for our Lord and Savior
          .The priority of relationships over titles and turf
          .A process that honors one another while yielding to the leading of the Spirit
          .The promise to network, share resources, and give all the credit (glory) to God
